Distinguished colleagues,
It gives me great pleasure to congratulate the Non-commercial partnership "Telecommunications Forum" on its 10-th anniversary.
Telecom Forum was established in 1994 on the initiative of the Minsvyaz of Russia and was at once supported by major telecom operators and equipment manufacturers.
At first the Partnership had only 10 members, but today Telecom Forum numbers over 30 leading Russian and foreign companies that are actively operating on the Russian telecommunications market.
It should be said that right from its first days Telecom Forum began to accomplish its key objectives – that is, to promote the development of infocommunications of the Russian Federation and contribute to the consistent integration of the country into the Global information so-ciety. Over the past ten years of intensive work the Partnership has kept its members informed about conceptual trends and practical activities of the Communications Administration of Russia, regulatory standards and rules in the area of telecommunications and information technologies.
Telecom Forum regular club meetings give its members a possebility to directly communicate with top officials of the Minsvyaz of Russia and senior representatives of other ministries and departments and foster the establishment of business and friendly contacts creating an atmosphere of mutual interest and trust.
We have every reason to state that, owing to mutual efforts including those of Telecom Forum, the infocommunications industry has made impressive progress over the past ten years; it was based on competition development, greater market accessibility and attraction of nati-onal and foreign investments.
Considering the potential, high qualification and expertise accumulated in the industry, the newly formed Ministry of Information Technologies and Communications of the Russian Federation firmly believes that the industry goals set for 2004 and beyond will be successfully achieved.
We aim at creating an environment ensuring most efficient functioning of market mechanisms, and maintaining the balance of national interests.
With this aim in view a package of specific mea-sures is being to ensure greater industry investment attractiveness as well as significant improvement of interaction conditions for market players developed. This year social and economic development of the industry meets goals set in the Russian President's 2004 Message to the Federal Assembly and the strategic guidelines for the development of Russia identified in the long-term Priorities of The Social and Economic Policy of the Russian Government.
Drafting statutory acts necessary to implement the Federal (Law) Communications and duly submitting these to the Russian Government should be considered the immediate task. These activities are being carried out with the broad involvement of academics and experts in the area of telecommunications, and we rely on the active and concerned participation of Telecom Forum as well.
In conclusion I would like to thank all the members of Telecom Forum and those executives, businessmen, academics, industry experts, involved for their eager participation in the club activities. I wish you further success in the development of Russian infocommunications, enhancement of Telecom Forum's role in the sphere of international cooperation and participation in the accomplishment of decisions of the World Summit on the Information Society.
